Si prevedono tempi duri per chi ha un’auto a gasolio.
A partire dal prossimo autunno in molti Comuni italiani potrebbe scattare il parziale divieto alle vetture diesel Euro 5. La potenziale stretta riguarderà chi vive a Roma e molti residenti di Piemonte, Lombardia, Emilia-Romagna e Veneto. Lo stop alla circolazione questa volta mette nel mirino veicoli non proprio decrepiti, visto che lo standard Euro 5 è stato applicato ai nuovi modelli immessi sul mercato da settembre 2009 ed è andato in pensione tra il 2014 e il 2015 per essere sostituito dal più rigido Euro 6.
Ma tant’è: la guerra alle auto diesel è giunta a uno snodo decisivo. 
E dire che di auto a gasolio Euro 5 sono piene le nostre strade.
Al 31 dicembre 2023, secondo un rapporto Aci, in Italia circolavano 3.749.484 veicoli di questo tipo.
Oggi verosimilmente saranno un po’ meno, ma in un numero non certo marginale.
Il risultato, a meno di ulteriori proroghe, è che molti italiani dovranno cambiare auto per comprarne una più ecologica.
Con buona pace del portafogli.
O lasciare sempre più spesso il proprio mezzo a casa. 

Roma, verso lo stop alle auto diesel Euro 5?

Vediamo cosa succederà.
Iniziando dalla Capitale dove, a partire dal 1° novembre 2025 al 30 marzo, nella così detta “fascia verde” potrebbero essere vietate le auto che montano un motore diesel fino a euro 5 e benzina fino a euro 2.
La “fascia verde” comprende un’area piuttosto estesa che non si limita solo al centro, ma abbraccia anche una parte cospicua della periferia.
Oggi il divieto riguarda le auto gpl, metano o benzina fino a Euro 2 e le diesel Euro 3.
Lo stop alle diesel Euro 4, previsto già lo scorso anno, era stato oggetto di una proroga.
Ce ne sarà un’altra?
Difficile al momento dirlo.
Il provvedimento deve essere approvato definitivamente in consiglio regionale.
Il Comune e la Regione continuano a rimpallarsi le responsabilità di una misura impopolare.
Nel frattempo si studiano soluzioni alternative come il sistema “Move-in” che consentirebbe ai proprietari di vetture inquinanti di percorrere un numero limitato di chilometri annui nelle aree soggette a restrizioni.
Il “piano di risanamento della qualità dell’aria” approvato dalla Regione Lazio consente infatti al Comune di percorrere strade alternative per centrare l’obiettivo di ridurre le emissioni.
Gli automobilisti aspettano. 

I limiti alla circolazione delle Euro 5 in Piemonte

Una situazione simile la stanno vivendo anche i cittadini di Piemonte, Lombardia, Veneto ed Emilia-Romagna, ovvero le Regioni che in base al decreto legge 121/2023 del governo, approvato sulla base di due sentenze della Corte di giustizia dell’Unione europea, vengono obbligate ad aggiornare i “rispettivi piani di qualità dell’aria”, anche “disponendo misure di limitazione della circolazione stradale”. 

La delibera del consiglio regionale del Piemonte, approvata lo scorso dicembre, parla chiaro. Per rientrare nei limiti di inquinanti indicati dall’Ue verrà limitata la circolazione delle auto Euro 5 dal 1° ottobre 2025 al 15 aprile 2026 e, successivamente, ogni anno dal 15 settembre al 15 aprile. Dalle 8:30 alle 18:30  dei giorni feriali, dal lunedì al venerdì, queste auto non potranno più circolare. Le restrizioni si applicheranno nei Comuni con più di 30.000 abitanti, tra cui Torino, Novara, Alessandria, Asti, Cuneo, Moncalieri, Collegno, Rivoli, Nichelino, Settimo Torinese, Vercelli, Biella, Grugliasco, Chieri, Pinerolo, Casale Monferrato, Venaria Reale, Alba e Verbania. La Regione al momento non avrebbe ancora disposto i provvedimenti per l’applicazione della norma: i cittadini sperano in un intervento in extremis come già successo nel 2023 quando era scattata una proroga biennale. 

Anche in Lombardia Euro 5 verso lo stop

In Lombardia la situazione è pressoché identica. La delibera della Regione prevede lo stop delle Euro 5 in una sfilza di Comuni tra cui Varese, Lecco, Vigevano, Abbiategrasso, S. Giuliano Milanese e tanti altri. Le restrizioni saranno attive tutto l’anno, dal lunedì al venerdì, dalle ore 7,30 alle ore 19,30, fatta eccezione per i giorni festivi infrasettimanali. 

Emilia-Romagna e Veneto

Si prevedono restrizioni permanenti ai diesel Euro 5 anche in Emilia-Romagna. Le limitazioni saranno in vigore il 1° ottobre di ogni anno fino al 31 marzo, dalle 8:30 alle 18:30. Saranno interessati i comuni di pianura con oltre 30.000 abitanti e l’agglomerato di Bologna, con la possibilità di adesione volontaria per altri comuni (maggiori informazioni a questo link). Anche il Veneto ha annunciato l’introduzione di restrizioni simili a partire dal 1° ottobre 2025, sebbene i dettagli specifici non siano ancora stati definiti.

Certo l’autunno è ancora lontano. E potrebbero esserci ulteriori proroghe. Una possibile scappatoia per gli automobilisti sarà poi il già citato sistema Move-in che prevede una deroga ai divieti, ma con un tetto massimo di chilometri annui monitorati tramite una black box con localizzatore Gps. Il sistema è già operativo nelle quattro Regioni interessate dalla stretta, mentre a Roma è in fase di valutazione. In tal caso bisognerà fare i conti col contachilometri. E rassegnarsi a lasciare spesso l’auto in garage.
